Declaration of works

To declare construction work in Cesseras, you must submit a preliminary declaration (DP) to the town hall, as most work that alters the exterior appearance or creates a small surface area is subject to this procedure.

1. Nature of Work Subject to Prior Declaration (DP)

A Preliminary Declaration is required for small-scale projects that do not require a Building Permit. This includes, for example:

  • Extensions and new constructions creating between 5m² and 20m² of floor space or footprint (garden shed, garage, veranda, etc.).
  • Changes to the exterior appearance (replacement of roofing, windows, doors, renovation of the facade, creation of openings).
  • Change of use of premises without altering the load-bearing structures (e.g., converting a garage into a living space).
  • Fences and walls higher than two meters.
  • Outdoor swimming pools with a surface area of 10 to 100 square meters.

If your project exceeds 20m² (or 40m² in the case of an extension if the total construction does not exceed 150m²), you will need to apply for a building permit (PC).


2. Advance Declaration Procedure

The procedure is centralized at the Cesseras Town Hall.

A. Preparing the File

  1. Cerfa form: Fill out the Cerfa form corresponding to the nature of your project.
    • Cerfa form no. 13703*11 for work on a detached house or its outbuildings.
    • Cerfa form no. 13404*11 for work on other structures (housing developments, land subdivisions, etc.).
  2. Documents to attach: The form provides a detailed list of the documents to be provided, which generally includes:
    • A site plan (DP1).
    • A site plan (DP2).
    • A plan of the facades and roofs (DP4).
    • A representation of the exterior appearance before/after the work (DP5).
    • A graphic document on landscape integration (DP6).

B. Submission of the File

  • Where to submit? At Cesseras Town Hall (Urban Planning Department).
  • Procedure: Submit two copies of the application (sometimes more if the site is protected). You can do this:
    • On site: In exchange for a receipt stating the date of submission and the processing time.
    • By registered mail with acknowledgment of receipt (RAR).

C. Investigation and Decision

  • Processing time: The legal processing time is one month from the date on which the complete application is submitted.
    • If the City Hall does not send you any notification of refusal or request for additional documents within this period, this generally constitutes a decision of non-opposition (tacit agreement).
    • If your project is located in a protected area (near a historic monument, for example), the deadline may be extended to two months, and the City Hall must notify you of this.
  • Display: Once you have obtained non-objection (or if the deadline has passed without a response), you must display the decision on your property for the entire duration of the work. This is the starting point for the third-party appeal period (2 months).
